Expense Policy Template

Most expense policies fail in one of two ways: they are so vague that every claim becomes a judgement call, or so detailed that nobody reads them. This template sets clear numbers where the company has to choose, keeps reimbursements tax-free under an IRS accountable plan, and tells approvers exactly what they are signing off on. Pair it with our software category guides to see which tools fit your team. Once you have a shortlist, check the vendor profiles and the finance glossary for unfamiliar terms, then use our head-to-head comparisons before your first demo.

Built for: Controller, CFO, Accounting manager, HR lead

What you get

  • A company-decisions sheet with every threshold as a bracketed placeholder
  • Adoptable clauses for travel, lodging, meals, mileage, and remote-work costs
  • An accountable-plan section covering business purpose, substantiation, and returning excess advances
  • A non-reimbursable list that settles the arguments before they start

How to use it

  1. 1

Make the company decisions first. Fill in the decisions sheet before editing any clause: receipt threshold, submission deadline, meal caps, travel class, and approval limits. Every bracketed value in the policy refers back to it.

  2. 2

Check the numbers against real claims. Pull the last six months of expense reports and test your caps against them. A meal cap that half of legitimate claims exceed will generate exceptions, not compliance.

  3. 3

Configure the rules in your expense tool. Receipt thresholds, per-category caps, and deadlines should be enforced by the software at submission, not discovered by an approver. Keep the policy and the system settings in sync.

  4. 4

Publish with an acknowledgement and review annually. Have employees acknowledge the policy, and review the caps each year against travel costs and the current IRS standard mileage rate.

Corporate Credit Card Policy

A card programme is only as controlled as its limits, merchant blocks, and reconciliation deadline. This policy puts the preventive controls in the card platform, where they stop a bad transaction before it happens, and uses the monthly reconciliation as the detective control that catches the rest.

Procurement Policy Template

A procurement policy exists to answer one question before money is committed: has the right person agreed to this spend, at a fair price, on acceptable terms? This template ties quote requirements, purchase orders, and contract review to spend thresholds, so small purchases move quickly and large ones get the scrutiny they need.

Month-End Close

Month-End Close Checklist

Slow closes are rarely caused by slow accountants. They are caused by tasks that could have run in parallel waiting on each other, and by a review step that only starts once everything else is finished. This checklist sequences the close by dependency rather than by habit.

Frequently asked questions

What should an expense policy include?

+

Scope, the accountable-plan conditions, receipt rules, a submission deadline, category rules for travel, lodging, meals, and mileage, a non-reimbursable list, an approval matrix, and a violations process. The specific caps and thresholds should be written as company decisions and configured in the expense system.

What is an accountable plan?

+

It is an IRS arrangement under which expense reimbursements are not treated as taxable wages. Expenses must have a business connection, be substantiated within a reasonable period, and any excess advance must be returned within a reasonable period. The IRS safe harbour treats 60 days for substantiation and 120 days for returning excess as reasonable.

Is $75 the IRS receipt threshold?

+

IRS substantiation rules require documentary evidence such as a receipt for lodging regardless of amount and for other expenses of $75 or more. Many companies set a lower internal threshold, or require receipts for everything, because it simplifies audits and card reconciliation.

Should we reimburse mileage or pay a car allowance?

+

Mileage at the current IRS standard mileage rate is simple and tax-free when logs are kept. A flat car allowance without substantiation is generally taxable to the employee. Companies with heavy-driving roles sometimes use a fixed and variable rate (FAVR) plan, which has its own IRS requirements.
