Invoice Approval Matrix

Most approval matrices fail in one of two ways: every invoice goes to the CFO, or nobody can say who approves a $40,000 software renewal. This approval matrix separates PO-backed invoices, where approval already happened at the purchase order, from non-PO spend, where the invoice is the only control point. It also names a backup for every approver so invoices do not sit in someone's inbox while they are on leave. Pair it with our software category guides to see which tools fit your team. Once you have a shortlist, check the vendor profiles and the finance glossary for unfamiliar terms, then use our head-to-head comparisons before your first demo.

Built for: Controller, AP manager, CFO

What you get

  • An approval matrix by amount tier and spend type, with bracketed thresholds you set
  • Separate routing for PO-backed invoices matched within tolerance and for non-PO invoices
  • A backup approver and escalation SLA for every tier
  • A delegation of authority register with start and end dates

How to use it

  1. 1

Set your thresholds first. Replace the bracketed amounts with your own tiers. Look at last year's invoice volume by amount band so the lowest tier covers the bulk of transactions and senior approvers only see what they should.

  2. 2

Decide what a PO approval covers. If a purchase order was approved and the invoice matches it within tolerance, the spend has already been authorised. Route only exceptions (price, quantity, or tolerance breaches) back to the requester or budget owner.

  3. 3

Name people, not just titles. For each tier, record the named primary and backup approver in your AP system. A matrix that says 'VP' without saying which VP is where invoices stall.

  4. 4

Record every delegation. When an approver delegates authority for leave or travel, log it in the delegation register with dates and limits. Delegations without an end date are a common audit finding.

  5. 5

Review twice a year. Pull a report of invoices approved by each approver and compare it with the matrix. Look for approvals above limit and for tiers where invoices consistently miss the escalation SLA.

Approval matrix by amount and spend type

Amounts are per invoice, or per contract where the invoice is one instalment of a larger commitment. Bracketed values are placeholders for your own thresholds.

Payment Run Checklist

A payment run is the moment cash actually leaves the business, so it deserves the same rigour as the close. This checklist takes the run from cash position and invoice selection through approval, release, and reconciliation. It includes an early-payment discount calculator, since a 2/10 net 30 discount is worth about 37% a year and is often missed because nobody worked it out.

Procurement Policy Template

A procurement policy exists to answer one question before money is committed: has the right person agreed to this spend, at a fair price, on acceptable terms? This template ties quote requirements, purchase orders, and contract review to spend thresholds, so small purchases move quickly and large ones get the scrutiny they need.

Segregation of Duties Matrix

Segregation of duties rests on one idea: no single person should be able to both commit an error or fraud and conceal it. In practice that means separating custody of assets, authorization, recording, and reconciliation. This matrix lists the specific duty pairs that conflict, shows who can do what by role, and gives compensating controls for teams too small to separate everything.

Frequently asked questions

What is an invoice approval matrix?

+

It is a table that sets who can approve an invoice based on its amount and spend type, with a backup approver and a time limit for each level. It turns the delegation of authority into routing rules your AP system can enforce.

Do PO-backed invoices need a second approval?

+

Usually not, if the PO was approved at the right level and the invoice matches the PO and receipt within tolerance. The approval happened when the PO was raised. Invoices outside tolerance should route back to the requester or budget owner.

What is the difference between an approval matrix and a delegation of authority?

+

A delegation of authority is the board-approved policy stating what each role may commit the company to. The approval matrix applies that policy to invoices and spend types, and names the people and backups who approve day to day.

How do you stop invoice splitting?

+

Tier recurring and contract spend on total contract value, and run a periodic report of invoices from the same vendor within a short window that together cross a tier. Many AP systems can flag this at entry.
