Annual Operating Budget Template

An annual budget is only as good as the assumptions under it, and most budget files bury those assumptions in hard-coded cells. This template puts the drivers on one page, builds revenue, cost of revenue, and department opex by quarter with a full-year total, and adds the budget calendar with owners and dates, because budgets that run late are usually budgets that never had a calendar. Pair it with our software category guides to see which tools fit your team. Once you have a shortlist, check the vendor profiles and the finance glossary for unfamiliar terms, then use our head-to-head comparisons before your first demo.

Built for: FP&A manager, CFO, Controller, Department head

What you get

  • An assumptions page for growth, churn, pricing, headcount, merit, burden, and vendor inflation
  • Revenue, cost of revenue, and opex tables by quarter with a live full-year total formula
  • A driver column on every line so reviewers can see how each number was built
  • A budget calendar with milestones, owners, and dates from top-down targets to board approval

How to use it

  1. 1

Agree top-down targets and assumptions first. Before department heads submit anything, the CFO and CEO set the revenue and profit targets and FP&A fills the assumptions page. Bottom-up submissions built on different assumptions cannot be consolidated.

  2. 2

Build revenue from drivers. Write the driver next to each revenue line, such as opening ARR plus new bookings less churn, or billable hours times rate. A revenue number with no driver is a target, not a budget.

  3. 3

Collect opex by department, tied to headcount. Payroll is usually the largest opex line. Pull it from the headcount plan so start dates and burden rates flow through, and have owners submit non-headcount spend separately.

  4. 4

Consolidate, close the gap, and lock. Compare the consolidated draft to the top-down target, agree what moves, and lock the approved version. Load it into the ERP or planning tool with monthly phasing so budget vs actual reporting works from month one.

Budget assumptions

Every number downstream should trace back to one of these. Change an assumption here, not in a department tab.

Fiscal year
e.g. FY2027 (January to December)
Opening ARR / run-rate revenue
e.g. 9,400,000
New bookings target
New logo plus expansion, by quarter if seasonal.

Budget vs Actual Template

Most budget vs actual reports get the arithmetic right and the reading wrong. A $20k overspend on revenue lines is good news and a $20k overspend on cost lines is not, yet many sheets colour both the same way. This template flags favorable and unfavorable by line type, and forces a driver and an action for every material variance so the report explains the month instead of restating it.

Headcount Planning Template

Payroll is the largest cost line for most mid-market companies, and it is usually planned less carefully than software spend. The two numbers that matter for every role are its fully loaded annual cost and what it actually costs this year given its start month. This template calculates both, tracks each requisition from approved to hired, and shows how hiring slips change the year.

Rolling Forecast Template

A rolling forecast always looks the same distance ahead, so the business is never planning against a year that is nearly over. The hard part is not the spreadsheet but the discipline: a fixed set of drivers with named owners, a short monthly or quarterly cycle, and a record of how accurate past forecasts were. This template gives you all three.

Frequently asked questions

What should an annual budget template include?

+

An assumptions page, a revenue build tied to drivers, cost of revenue, operating expenses by department, and a headcount plan feeding payroll. Many teams also add a cash flow view and a budget calendar with owners and deadlines.

Should a budget be monthly or quarterly?

+

Build and review in quarters if that keeps the conversation at the right level, but phase the approved budget by month before loading it into your accounting system. Monthly phasing is what makes budget vs actual reporting meaningful.

What is the difference between top-down and bottom-up budgeting?

+

Top-down starts with targets set by leadership and allocates them to departments. Bottom-up starts with each department's requests and adds them up. Most mid-market companies combine them: leadership sets the envelope, departments build to it, and FP&A closes the gap.

How long does the annual budget process take?

+

It depends on company size and how many review rounds you run. Many mid-market teams allow roughly three months from target-setting to board approval, as in the example calendar, but the right length is whatever your calendar can hold without the final reviews being squeezed.
