How Controllers Should Choose Purchase Order Software
A controller cares about POs for what they prove at month-end. An open PO is a commitment against budget, a receipt without an invoice is an accrual, and a matched invoice is evidence that the payment was authorized. Tools that make requesters happy do not always keep that data clean.
What a controller needs the PO data to support
This view starts after approval: the PO, receipt and invoice records that feed budget reporting, the close and the audit file.
- Committed spend by department and GL account, updated when a PO is approved rather than when the bill arrives.
- Goods and services receipts recorded against PO lines, so you can list what was received but not yet invoiced.
- Two- and three-way matching that holds an invoice when price or quantity is off, with tolerances you set.
- An approval history per PO that an auditor can read without asking the system admin.
- GL account, department and project coded at requisition, so AP isn't recoding the bill later.
What to test that a requester-focused demo will skip
- Ask for an export of open PO lines with receipts and no invoice, as of a date. If the tool can't produce it, your accrual stays a spreadsheet.
- Set a price tolerance, post an invoice above it, and see where the exception goes and who can override it.
- Close a PO partially received and partially invoiced, then check what remains in committed spend.
- Pull the approval log for one PO and check it shows each approver, the amount at the time and any edits after approval.
- Confirm that coding set at requisition carries through to the bill in your ERP without manual changes.
The shortlist, and why each tool is on it
Ordered by how completely each tool covers the chain from budget check to matched invoice for a single finance team, with the enterprise suite last.
1. Precoro
Requisitions, POs, budgets and invoice matching live in one tool, and remaining budget is checked before a PO is approved. The self-serve trial lets you run the tolerance and partial-receipt tests yourself before talking to sales.
Watch for: Our profile describes its three-way matching as basic and its reporting as limited, so check the open-commitment and receipt exports before relying on them for accruals. Read the full Precoro profile.
2. Tipalti
Matching sits inside the AP workflow: AI invoice capture and GL coding, 2- and 3-way PO matching, approvals, payment and ERP sync. Multi-entity AP with consolidated reporting helps if you close several entities, and the AP plan starts at $99 a month plus transaction fees.
Watch for: PO management extends AP automation rather than replacing a purchasing tool, and procurement is a separate module. Requester budgets and catalogs are thinner than in dedicated PO tools. Read the full Tipalti profile.
3. Procurify
Tracks committed spend against budget in real time and records receiving on POs, which gives you the raw data for received-not-invoiced lists.
Watch for: Integration depth with some ERPs is limited, so test how receipts and matched invoices reach your general ledger. Quote-based, no free trial. Read the full Procurify profile.
4. Fraxion
Combines requisitions, POs, expense claims and budget tracking with real-time committed spend, so reimbursed spend and PO spend report against the same budgets.
Watch for: A smaller vendor, and our profile notes that advanced reporting takes setup effort. Ask for a reference customer on your ERP. Read the full Fraxion profile.
5. Coupa
For controllers in larger groups, POs run from requisition through receipt to invoice matching inside one platform that connects to SAP and Oracle, which keeps the audit trail in one place.
Watch for: A full rollout is a long project with enterprise-sized annual contracts. That is only justified if procurement is buying it too. Read the full Coupa profile.
Runner-up and who should skip what
Runner-up: BILL, for smaller finance teams already paying bills there. Its Corporate plan ($89 per user per month) adds purchase requests, POs and 2-way matching, but our profile describes its PO features as basic and its matching as 2-way only, so it doesn't support receipt-based accruals.
Usually a poor fit: Order.co when PO-level matching is the goal. Our profile describes it as a spend consolidation tool that bills multi-vendor orders on one invoice rather than a traditional PO system, which is useful for ordering but not for line-level matching evidence.
For the matching control itself, see three-way matching software. If invoice approval and payment are the weak points, compare the best AP automation software.

Frequently asked questions
Can PO software produce the received-not-invoiced accrual?
+
Only if receipts are recorded against PO lines. The tool then holds the data, but the report and the journal entry vary by vendor. Ask each one to export open received lines with no matched invoice as of your period end.
Two-way or three-way matching?
+
Two-way matching checks the invoice against the PO. Three-way adds the receipt, which is what proves you got what you paid for. Use three-way for goods and for services where someone can confirm delivery, and two-way for low-risk recurring bills.
Does committed spend replace budget-to-actual reporting?
+
No, it adds to it. Actuals come from the ledger once bills post. Committed spend shows approved POs not yet billed, so budget owners see what is already promised before the month closes.
What will auditors ask to see from the PO system?
+
Typically a sample of POs with the approver, the approval date and amount, any changes after approval, and the receipt and invoice match. Check that the tool keeps that history even when a PO is edited or closed.
